Default Category 3 venting for tankless water heaters

Why is this stuff so expensive? I have a simple 8' run up through the ceiling/roof, and I'm look at $260 is material costs. Adding $260 to the $555 water heater I'm looking at puts me at $815 + the 3/4" gas line. $982 buys a condensing tankless that uses ordinary PVC pipe for venting.

The simple $225 Marey water heater can use cheap B vent, why can't other tankless water heaters use it? Europe has been using tankless water heaters for decades, are they using "Marey style" natural draft tankless water heaters over there?
