Default Best place to buy small (10-40W) PV panels?

Where is the best place to pickup a small 10-40W panel? It seems ebay has the cheapest prices, especially on the small end of the spectrum. But, I haven't done a ton of digging either.

You tend to pay more per watt for the small PV because the work that goes in to putting together a frame and glass and everything is not reduced much in the smaller form and I know that it's been a problem for years to find small PV for running pumps on solar hot water systems.
I would almost say to contact some installers and see if they have trade show samples or something.

$180 pick up 45W kit (controller, 3 panels 2 LED lights, wiring) harborfreight.com/45-watt-solar-panel-kit-90599.html
