What about the pond liner idea? Seems easiest and probably cheapest too. They're pretty durable.

We have a twenty five foot hand dug well-think The Ring, scarey-on our property. We are digging a new one for household water but the man from the drilling company recommended a product that seals the bottom when we told him we wanted to use it for water storage. Its some kind of concrete, I will get the name of it today.
