Set point has to be hotter than utilization temperature unless the design is such that water can be drawn without cold water going into it, because the added water will diffuse with the existing hot water.

On-demand electric is a bad since it limits use to off-peak hours.

Most codes mandate the use of an anti-scald valve which needs a temp difference to operate well so having a setpoint of 60C on a tank takes un necessary energy just to make a code required 50C max at the tap.

Fine if the extra heat comes from solar but not if it has to be produced just to keep the wee beastie legionella bugs from propagating.

And city water has chlorine added to prevent bacteria growth, so that issue is really only of concern to those on well water and those who have whole house filtration that removes the chlorine.

Definitely not. Most cases of legionella are in cities with chlorine. Heat destroys it and AFAIK, it is the only thing that is acceptable.
