Default Mini split modification A2W

Hi for all!
Sorry because my bad english.
So, i used two winters now two split outside unit(r22, 18000btu) with brazed plate heat exchanger for heating and cooling my system( floor heating, fan coil heating/cooling).
I have now one outside unit with capacity of 24000 btu. Now is summer. I filled up with refrigerant. And cooling is ok now. I have only one service valve on unit so i able to fill and measure pressure just in cooling mode. The unit has 4 way valve and fixed orifice(capillary tube).
If i switch to heating mode(evap outside, condenser(brazed plate hx) inside my head pressure and temperature is rising fast, but this just little heat the water. Just for half minute i have 60c on input of the condenser and 25c on the output(same as i have without working compressor).
My question is that is the system overcharged?
If i use for cooling everything is ok.
The second question is: if i change the fixed orrifice with bi-flow eev i will have better performance?
