Default portable air conditioner /w heat pump

I see these units on sale these days. They provide heat until the outside temp drops below about 40F.

Like this one: Amazon.com: Soleus Air LX-140, 14,000 BTU Evaporative Portable Air Conditioner, 12,000 BTU Heater, Dehumidifier and Fan: Home & Kitchen

And all the different brand have pretty poor reviews.

I think that many of the problems (water leaks etc) could easily be handled by a DIYer.

Overall, I can't see how these things are going to ever be very successful, without using inverter technology.

I'm wondering if other countries already have portables that use inverter technology.?.
