That idea of converting cell phone towers to use solar PV, seems a great way to provide
more communication in those far-away from the grid areas.
Villagers can use micro PV systems to charge up their phones in those areas..

One link I read said, the cost of installing a small PV system in poor rural areas
is much less than trying to connect impoverished customers to a conventional power grid.

One of the big problems I see with this program is criminals stealing panels.
Afghan public lighting powered by panels on top of 30 foot poles,
have many of their panels disappear overnight.

Here in MA, we had 23 panels ripped off.. Right on a busy highway..
Solar panels stolen from Route 44 in Carver - Quincy, MA - The Patriot Ledger

They call it Redistribution of the solar panels..

It's a big business out on the west coast. Sometimes, the criminals bring some special tools,
needed to un-clip the MC4 connectors and special driver tips for security bolts on the panels.

I've heard that in some cases of private home installations being stripped,
there was some suspicion that unscrupulous installers/dealers were the culprits.
(Since they have ladders, tools and knowledge needed for a clean un-install)..
