As far as saving the environment from your phones just don't buy a new one every time a new one comes out.
Most phones will last 2 or 3 years if the user is not a complete idiot.

The only place you could get rare earth elements and be sure they were not mined by slaves or that the radio active left overs were not dumped in a river was when the U.S.A. mined them.

The USA doesn't mine rare earth minerals to speak of in the homeland any more. The powers that be have made it uneconomical to do so on domestic soil. This is a major reason for the offshore production of the bulk of the high tech devices that have become a keystone of modern society. Even the DoE found this to be the case when considering liquid thorium power reactors as a possible alternative to traditional nuclear power plants in use today.
