Get your weather history for both months and compare them.

Was your 657 kWh bill noticably less than the month prior? Perhaps the meter reader read it wrong the last time and the newer bill has the previous mistake corrected out of it.

About the Leaf....

First priority, Glad nobody was hurt.

Way next, did he have insurance and a valid drivers license?

{Either way, having lost a child in a vehicle accident many years back, I got way less attached to my vehicles than I used to be.}

Previous months consumption was 2797 kWh .

Yes , he apparently has insurance . I am beginning the process of dealing with his insurance .

Not sure about him having a drivers license .

This raises way more questions than it answers ?

Both months should reflect " normal " summer time home consumption + charging the 2012 Nissan Leaf .

Granted , this past month was cooler & should reflect less A/C usage .

Likely your utility doesn't read your meter every month. If that's the case then they go by historical averages then adjusts to actual usage every couple or months or every quarter. Most utilities do it this way unless they have a Wide Area Network or are required to read the meter every month. Heck our meter has a wireless transmitter in it and they still only read it about once a quarter, all they have to do is send a truck down the street to collect the billing data.
