I would like to find an electronic water meter that I could use to track usage but not for the way you would usually think....

We get charged a minimum amount for water every month. It's a certain number of cubic feet and I can't remember the number right now. Anyway in the 5 years here we have always been under and sometimes well under the minimum. Basically paying for water we don't use so we are getting punished for using less water.
The shower heads don't have restrictiors and I hate aerators anyway laminar flow heads are much better and more hygienic. What we want to do is be able to keep an eye on water usage so I can increase lawn watering with city water vs well water since the city water would technically be free.

I'm all for conserving water but not when I'm being charged more to do so.
