Above the compose window is a row of icons...
including a smile face and undo and redo icons....
and a paper clip icon. Click on it.

A File selection dialog will open.
Once you have uploaded files,
(in my experience), you need to go
to the icon again and choose Insert All.
then you will see the ATTACH markup
in the text, and can move it around.
