Privacy window and thermal barrier

In the finished part of my basement we have two windows that are sealed close and I have now added spray insulation in the empty gaps around them. I have been wanting to make it hard to see through but let light in and was thinking about using spray window frosting, but when I was at the hard ware store I got the idea to use the plastic covers from overhead florescent lights.

I figure I can difuse the light build a small frame and have an air gap to add insulation like in these threads.

The issue is that I have not been able to think of how to attach the cover to the window as I do not think I can just stick something to the spray foam, and the box around it is cement with a wall made of paneling over the cement. The top of the paneling is open to the drop ceiling.

I will have to get pictures up to show how it currently is but in the mean time wondering if any one has suggestions?

Did you ever get pictures of this? Its hard to tell what you're talking about just from the description.

I will be cutting the extra foam off soon and it will be flush with the frame of the window.

How about gluing it on with Peal-n-seal caulk? it's not going to look pretty enough to have in your living room but the peal-n-seal caulk I have is clear and is designed for sealing storm windows that get removed in the spring.
I would leave some small weep holes open at the bottom unless you put the plastic in place on a very dry day.
