Default How to resolder the panel edge strips?????

Hello solar guys,
I have a solar panel on my boat for a maintence charger about 3 ft x 1 ft, which stopped charging a while ago. I pulled the aluminum edging off the end with the output wires and found the negative wire solder joint to what looks like a ribbon accross that end of the panel had detached, so no go.
Tried to resolder with rosin core to the shiny strip after scraping it but wouldn't flow onto what I think is the shiny connection ribbon. Is it coated with something?
Or is there some trick to getting it to wet out with solder??
Pics attached but the end of it isn't really that dirty!
