The tank was immersed in a cold bath (just cold water) for two reasons:
1. To help keep pressures low in the tank for recovery
2. As a safety measure. Water absorbs energy should the tank explode. At least that's why scuba tanks are filled while in a water bath.

I do not quite see why a recovery tank , would explode . Especially in the described situation ?

Scuba thanks , on the other hand are filled to very high pressure , I have read .

Yes, scuba tanks operate at 2000 to 3000 PSI but are also built with stronger, thicker materials to handle those pressures. Freon tanks are built with much thinner and probably lower grade materials (e.g., mild steel).

What is the test pressure of a recovery tank , max ? I doubt the equipment described would exceed that value .

But , a little more safety is not a bad idea .
