It's highly purified and degassed water, so there's plenty of processing to do to tap water before it's usable in an air conditioning system. (Brittany Benzaia's hybrid design does use plain tap water in an evaporative condenser, but that's separate from the sealed system.) There are also additives to prevent it from freezing and improve other properties, the details of which are a trade secret.

The main barrier is how to economically mass produce the compressor. It's not unlike mass producing a jet engine and so far, they have not been able to displace piston engines in even supercars where a jet engine would seem like a good idea.

Since water vapor is considered by some, to be a green-house gas,
it's ban might be in the latest EPA regulation release.

NASA - Water Vapor Confirmed as Major Player in Climate Change

I've heard the EPA tries to beat their previous record for amount of new regulations, by at least 20%.. (per year).

The EPA, like many other government entities, does what the money tells them to. So if the HVAC industry players deem common deionized water as a threat, it will somehow be regulated out of mainstream use. Don't believe me? Watch "Gasland" or look at what the health regulators are doing with electronic cigarettes today. Literally millions of people are being usurped of their basic rights.

As far as 3 phase vs. dc inverter motors, the end result is the same for most applications: better power transfer and speed control. For hacking, it would be much easier to slap an off the shelf 3 phase drive onto a compatible 3 phase compressor. Much less that can go wrong and super easy to match parts/signals. If something does go awry, much easier to troubleshoot and source replacement parts.
