The EPA, like many other government entities, does what the money tells them to. So if the HVAC industry players deem common deionized water as a threat, it will somehow be regulated out of mainstream use. Don't believe me? Watch "Gasland" or look at what the health regulators are doing with electronic cigarettes today. Literally millions of people are being usurped of their basic rights.
As far as 3 phase vs. dc inverter motors, the end result is the same for most applications: better power transfer and speed control. For hacking, it would be much easier to slap an off the shelf 3 phase drive onto a compatible 3 phase compressor. Much less that can go wrong and super easy to match parts/signals.
