It can be quite safe given a high ceiling. You could decorate the blades as long as you check the balance afterwards.

One would think LED lighting installed or as kit add on would be in the same energy saving goal as fan motor but that might not be the reality. The true economic payback of going "green" is the harder thing to quantify.
