Can you elaborate on the bill? Actually the best way is to call the gas company and ask them.

I imagine it is:

A. How much your meter reading is off from actual usage

or

B. How much gas leaks out of the lines before it gets to the meter

Constant – The Constant is a pressure factor or meter factor used to convert metered volume to bill volume.

If it doesn't mean any of that, perhaps it is what I'd call a Base Charge. In other words, for the privilege of having their service connected to your house and for them pay the meter readers, accounting staff and mail, etc, they have to charge a certain minimal amount whether you use it or not. In my area, as best I can figure out {using my mothers summer billing}, we pay just less that $8.00/mo as a Base Charge.

FWIW, jeff5may has two choices that seem more likely.

It's been over a week since you posted. I'm sure by now you have called the company and they told you what the "Constant" is for.
Please enlighten us.

Called the gas company and the CSR wasn't certain. The best she could come up with is ONG delivers the gas at a slightly higher pressure than the meter is calibrated for, therefore the meter is "slow". It does align with my findings when I clock my furnace/water heater/etc.
