The problem is, if you give 40k peple $5k they'll probably put it towards a new SUV or something stupid. Even if it does cost more, at least its going towards a good cause. Those panels will be around for a long time and will pay for themselves eventually.

If you buy USA made panels with built in micro inverters they come out to $2 per watt and should be really quick to install, bolt it on, connect the wires and you are done.
