Install a globe valve in series with the hot and cold water lines. Close the globe valve and set any flow rate you so desire.
Put the globe valve where you can reach them just in case they should start leaking some day. Make them accessible from the basement for put them behind an access panel.

I wanted a higher shower head, I am tall.

Wife has the same water addiction as stated, needed an easier leg method(we get the AARP Mail),and wanted an easier tub cleaning, and washing her wiener(dog) Ms MaggyMay.

Waterpik Medallion 5-Spray Hand Showerhead in Brushed Nickel-LAT-569 - The Home Depot

We have the crappy 1 handle, fullflow to get hot flow type faucet, too much trouble to swap. The only way is to restrict flow.

It is not the same exact brand shown, but it does:
Restrict/adjust flow at any temp.
Shut completely off.
Adjust pattern x5
Has worked well for 5 years

It was not a cheap unit, 125or150 IIRC. I think the dog likes it most, you touch that handle, she jumps in the tub.

Good Luck
