Interesting idea... Not sure how it would weather a storm, but I'm sure it could be made in a way it could.

We have a lot of lakes in my area.
Many lake folks have anchored rafts for sunbathing and diving from. It wouldn't be difficult at all to mount PV panels on that type of raft. The hardest part would be to run an underwater cable back to land. You might want to use a higher than 12V system because of the distance. The only trouble I could see there is shading problems due to sea-bird droppings! I know one guy with a solar pontoon boat. He has two 200 watt panels mounted on the shade-roof of the boat. Lakes don't have any trees on them, so solar access is ideal!
