Most codes mandate the use of an anti-scald valve which needs a temp difference to operate well so having a setpoint of 60C on a tank takes un necessary energy just to make a code required 50C max at the tap.
Fine if the extra heat comes from solar but not if it has to be produced just to keep the wee beastie legionella bugs from propagating.
