Heating time is a measure of performance (e.g. capability) not efficiency. I'd argue here that efficiency is energy in/versus energy out to accomplish a task.

Since the end goal is heating, and all the electrical input energy is converted into heat, and the system is essentially closed with respect to external heat loss, I challenge the assertion that scaling results in decreased efficiency.
