I believe that radiant floors should be kept around 30°-40°C (86°-104°F), not more than 45°C (113°).

A tempering valve allows better use of the heat in the buffer. The only reason to keep the buffer cooler would be heat loss, but I'm assuming it's got a thick layer of insulation on it, so that shouldn't be a problem. Is that buffer tank heated with the heat pump, or something else?
