I think Aaronhenry is looking for a website to compare electrical costs between different providers, probably a very difficult undertaking on a large scale.

Out here in California, my PG&E E-7 rate structure varies with season, time of day, and amount of power used. The rates run from ~$.08 to more than $.50/kWh. These rates seem to be constantly tweaked throughout the year.

I also pay about $0.11/day for the privilege of leasing an old Schlumberger time-of-use meter that doesn't know what time it is for several weeks during the year (Daylight Saving Time periods hard-coded).
