I had a simmilar problem. Some times the chain binds up a bit and holds the flapper open. Even if it didn't need to be replaced it only cost maybe what $20 for the flapper kit so no big loss there.
How to adjust the fill level depends on the float.
Our toilets have the long arm with the ball on them you can unscrew the arm and ball a bit to make it longer which will stop it sooner by changing the leverage point. Also those rods bend very easily so you can bend it by hand so the ball floats and shuts off the fill at a lower fill point. You just have to experiment with it untill you get it to a point that it has enough flow to get all the poop out...but also not have the ball snag on the flapper and keep it running.
