Sounds like the low pressure switch / sensor is not satisfied . I do not know what it is set at ?

Now , what I try to do is to is vacuum the system & then charge , by weight , with liquid , from a large jug of R134a ( purchased at Sam's club ) .

This fills with liquid , initially . When it starts evaporating inside the system . Raising the pressure .

Something else you might do is warm the small can of R134a , to raise the pressure .
