The shutdown switches can just be DC SSRs (not cheap, but less than $80 each) and a $20 PVAF-T2 takes care of the arc fault detection part.
An even cheaper way would be to use a DC rated switch or relay to short the string, but that would require all the panels to be able to withstand a constant short circuit.
