I have a $45/mo meter charge on my water meter. When I looked it up in the utility's annual report, it said in no uncertain terms that the high meter charge was to avoid large swings in revenue due to fluctuations in weather. 1000 gallons of fresh water costs me $1.57, including sewer fees. The 4000 gallons of water I use each month are actually just a small blip on my bill in comparison to the meter charge!
