My big box home improvement stores both have recycle drops for NiCd/LiOH style batteries from cordless phones to cordless tools.

For lead acid batteries, I've heard the local metal recycling centers will buy 2 per day without needing 23 forms of ID and a set of fingerprints. (The metal recyclers began requiring fingerprints to cut down on people stealing stuff and scrapping it)
