they state that collectors must meet CSA F378-87 (with the exception of Clause 4 and Clause 6.1)

I'm wanting to know what clause 4 and 6.1 are.

Basically I'm trying to figure out if I can build my own collectors and get a permit. Right now the inspector says no but he's been wrong about almost everything else and I know he hasn't read the standard. I'm not applying for grants/rebates and I've met all of the safety requirements on the domestic side why should this standard apply to my own install?
