Looks to me that it would increase the turbulence which might show up on an anemometer as increased wind speed, but the deflected wind would not be horizontal and would therefore not be beneficial for increased output of the generator. The basic rule of thumb is not changed by these deflectors--30 feet above anything within 500 feet. This system in the pictures needs a taller tower first.
