Affordable is a tricky thing. If you go really cheap, you might end up having to replace the tiles sooner, so in the long run that can cost more. It also depends on what you are replacing. It is kind of tricky to replace linoleum tiles with ceramic, because the ceramic tiles will add almost an inch of thickness to the floor, so it would not line up with the rest of the house.
If you are building a new house, adding radiant heat to the tiles will cost more for installation, but in the long run will cost less to heat so you will save lots of money.
