Wow, that's an amazing difference. Do you think the oil burner is that inefficient or the tank loses that much heat due to poor insulation, both of those or something else? It sounds almost too good...

They used to have the installation manual up on their web page. IIRC it said to disconnect the regular heating elements. Maybe because they interfere with the temp sensor? I don't know.
