It would be more work, but it would also do a good job of insulating them, just make sure that any big holes or cracks are filled so you don't get rodents getting in, the cellulose should do an ok...

Make sure that while you are doing that, that you are sealing off the sill boxes, otherwise even the smallest cold draft above the insulation will be keeping the basement warmer and the floor above...

Who is paying $3,500 a year to heat a 2,500sf house? I live a bit north of La Cross WI and I'm paying $600 a year to heat a house that size! but I do agree that insulating your rim joists will do...
