Well, the author of that article is not keeping up with energy efficient lighting: she says "constantly flickering florescent LED bulbs". Sheesh -- CFL's are the ones that "flicker" BUT you cannot see it (on the newer ones at least), and LED's are very definitely steady state. So in one phrase, she managed to conflate at least three things...

Yes they are. However, (at least with the LED strands I got for lighting our tree) they flicker... at 60 Hz the same as the AC they are hooked up to. They can start and stop so quickly that you would never know, but slow motion video cameras and hands being waved in front of them don't lie. You may be able to smooth this out with some capacitors, but I am not that smart. The reason incandescent bulbs don't flicker is because the filament continues to glow between waves.

I saw at the store today that there was some glow in the dark paint available in a good-sized can.

That paint tends to be a bit off from white.

Well, all the woodwork in my house is white. If a person painted a strip of trim on the wall near the floor with the glow-in-the-dark paint, it would allow a person to wander around at night without bumping into walls.

It would be good for not waking up other people at night by turning the lights on. It would also be nice for when you have house guests visiting.

It would also be good for stairwells. Those are never lit well enough, especially by your feet.

I'm not saying that glow in the dark paint is going to light up the place - more to show you where things are.
