For straight suspended pipes in the cavity, a boiler is the way to go. Without the heat spreaders, the pipe is the only radiating surface. The water temperature has to be very high, so it can induce convection airflow in the cavity. Temperature close to boiling is necessary. For that zone, you're better off boosting the heat pump water temperature with another heat source.
