This raises way more questions than it answers ?
Both months should reflect " normal " summer time home consumption + charging the 2012 Nissan Leaf .
Granted , this past month was cooler & should reflect less A/C usage .

Likely your utility doesn't read your meter every month. If that's the case then they go by historical averages then adjusts to actual usage every couple or months or every quarter. Most utilities do it this way unless they have a Wide Area Network or are required to read the meter every month. Heck our meter has a wireless transmitter in it and they still only read it about once a quarter, all they have to do is send a truck down the street to collect the billing data.
